Jiangsu Province ranks first nationally in multiple indicators including port throughput capacity, number of berths over 10,000 tons, cargo throughput, and number of ports with annual throughput exceeding 100 million tons. Its ports and storage facilities form the foundational support and lifeline for the petrochemical industry. The province also leads in metrics such as the number of dangerous goods terminal berths, quantity and capacity of storage tanks within port areas, annual dangerous goods throughput, and number of major hazard installations. These characteristics result in high safety risks, elevated accident probability, severe consequences, and arduous supervision responsibilities. To address this, the Jiangsu Department of Transportation developed the Jiangsu Province Sea-River Full Coverage Port Safety Supervision Information Platform through a technology-driven safety initiative, strengthening management foundations and enhancing informatization.
Jiangsu encompasses diverse regions along the Yangtze River, coast, and inland rivers, with various enterprises like container terminals, yards, liquid chemical terminals, and tank storage, posing broad regulatory challenges and requiring multi-department data coordination.
