Although Jiangsu Province achieved results in smart transportation during the 13th Five-Year period, challenges remain including insufficient IT infrastructure support, lack of systematic infrastructure planning, and inadequate digitalization in industry governance. To implement the national transportation power strategy and Jiangsu’s development goals of prosperity, strength, beauty, and advancement, this project establishes a "1311" smart transportation system (one foundational base, three cores, one enabler, and one industrial cluster) to transition from pilot demonstrations to large-scale applications. It aims to build Jiangsu into a globally leading smart transportation hub and provide a demonstration model for national transportation modernization.
The project faces multifaceted challenges including difficulties in cross-level data resource sharing, lack of unified technical standards for smart infrastructure, low coordination efficiency in multimodal transport, obstacles in scaling new technology applications, and insufficient cultivation of industrial ecosystems.
Leveraging professional expertise, the team proposed six major tasks covering infrastructure digitalization, full-chain transport services, and new technology integration. These form smart solutions across highways, waterways, ports and other domains, guiding high-quality development of Jiangsu’s smart transportation during the 14th Five-Year period.
