In May 2019, China's Central Committee and State Council issued the "Opinions on Territorial Spatial Planning," establishing a "five-level, three-category" framework. Jinhu County launched its 2021-2035 Master Plan in 2020, synchronized with Huai'an City's progress to align county-town-village planning. The Plan resolved historical planning conflicts and supported key infrastructure projects: Ninghuai Railway, Jinhu Transport Hub, and Water Plant.

     Project challenges involve territorial spatial master planning, ecological civilization development, and all-for-one tourism demonstration. As a key node in Jianghuai Ecological Economic Zone, Huaihe River Ecological Economic Belt, and Grand Canal Cultural Belt ("One Zone, Two Belts"), Jinhu County carries the mission to showcase Jiangsu’s "Green Heart" ecological value, advantages, and competitiveness. The planning must address orderly enhancement of regional land and water systems while coordinating with neighboring ecological spaces, particularly in water management, wetland restoration, and regional ecological branding.
