Service to Scope: Full-cycle engineering consulting services encompassing investment decision-making, engineering design, bidding agency, whole-process cost consulting, and project management.


Xinyu City Tri-Projects Whole Process Engineering Consulting Services mainly include: the Comprehensive Environmental Management Project in the Start-up Area Watershed of the Xin-Yi-Ji Cooperation Demonstration Zone,the Station Square Landscape Enhancement Project and the Smart Parking Lot Project at Xinyu City Xin-Yi-Ji Digital Square. The initiative aims to enhance regional infrastructure and ecological foundations while revitalizing the urban gateway image of the high-speed rail new district. A whole-process engineering consulting model has been adopted to unify objectives across all phases, ensuring organic coordination between high-quality construction and efficient management.

     The project faces challenges across three key dimensions under the ADB loan framework: comprehensive engineering consultancy services, full-cycle risk management, and integrated watershed environmental governance. As an ADB-funded initiative, it requires coordinated solutions to spatial layout coordination and technical interface challenges among multiple sub-projects, while adhering to both Chinese and international procurement standards as well as environmental and social compliance requirements.

     Leveraging the integrated service strengths of whole-process engineering consulting, a full-cycle project management framework has been established. Through rigorous cost control and systematic execution, the project is dedicated to establishing an ADB-supported ecological construction benchmark in alignment with international best practices.
