Based on clarifying the changes in the external macro environment and the current development status of Jiangbei New Area, this plan defines the development requirements for the area's highway and expressway networks. It determines the scale of development based on demand forecasts and proposes the establishment of a highway network layout system characterized by "efficient regional corridor transportation, enhanced outward radiation capacity, integrated multimodal transportation connectivity, and comprehensive coverage within the municipal area."

     Addressing the high urbanization characteristics of the national-level new area, this plan reviews relevant policies and higher-level plans, identifies diverse transportation demands, and conducts targeted research on the scale and layout system of the new area's highway network. Furthermore, it optimizes the relationship between highways and expressway networks in highly urbanized regions, alleviates the conflict between through traffic and urban transportation, and effectively improves both highway efficiency and urban traffic quality.
