Facing renewal imperatives across historic districts, outdated residential zones, and decommissioned industrial sites, Yinchuan's urban core lacks a coordinated municipal-level regeneration strategy. Our framework establishes a three-tier planning transmission system – strategic zoning through concentric renewal rings, adaptive land use controls via spatial coding, and phased implementation blueprints – delivering actionable regeneration pathways.
We address two critical challenges: aligning multi-departmental regeneration priorities across municipal-district jurisdictions, and tailoring context-specific renewal tactics for diverse neighborhood typologies. The plan introduces dynamic land reserves management and community equity indexes to balance heritage preservation with modern urban functionality.
Deploying parametric urban modeling and stakeholder engagement analytics, our team has defined 14 priority regeneration clusters encompassing 980 hectares. The methodology bridges policy instruments with on-ground implementation through smart regeneration toolkits, projecting 32% increase in public space accessibility and 19% TOD coverage optimization by 2035.
