With the Jilin section of Tieke Expressway operational, the urgent completion of Heilongjiang’s 162km segment is critical to achieve full connectivity and enhance inter-provincial links. As a vital National Highway Network (NHE) project and Heilongjiang’s first expressway to open its design market, it sets a precedent for constructing long-distance expressways in extreme cold regions.
The project faces challenges in advancing the construction of a long expressway in a severely cold region, combining the PPP model with the attributes of a national expressway project. The project faced severe challenges: an accelerated PPP bidding schedule mandated by provincial authorities, exceptionally high design standards, compounded by pandemic disruptions and harsh winter conditions.
Following the successful bid, our team immediately deployed on-site. Overcoming extreme cold and pandemic constraints through efficient management and intensive stakeholder coordination, we delivered designs that passed rigorous review with high acclaim. This success significantly elevated the "Huashi" brand in Northeast China’s market.
