The Saijiang River is one of the eight major river systems in Fujian Province and the largest river in eastern Fujian. The comprehensive planning for the Saijiang River Basin aims to address imbalances and inadequacies in development and conservation, treating water resources as the most rigid constraint. It adopts an integrated approach to managing mountains, rivers, forests, farmland, lakes, and grasslands to promote high-quality economic and social development in the basin.

     Key challenges involve systemic uncertainties, conflicting multi-objective coordination, and cross-sectoral governance difficulties. With water as the core constraint, the plan integrates water security, resources, ecology, environment, and culture to shape a safe, healthy, and harmonious river. Simultaneously, a digital twin basin is being developed to treat the watershed as an integrated system. During the planning phase, a problem-oriented approach is adopted from a holistic perspective. Technologies such as IoT and remote sensing are utilized to collect real-time meteorological, hydrological, and geological data, enabling precise decision-making support for scenarios like flood forecasting and water resource allocation.

     The project outlines a blueprint for the future development of water resources in the Saijiang River Basin, reflecting modern water governance ideals. It underpins sustainable socioeconomic growth along the river and serves as a model for integrated management of coastal rivers in southeastern China.
