Jiangsu's water transport system is highly complex, encompassing river-sea coordination, port-shipping operations, port-industry-city integration, construction-management-maintenance services, and safety-intelligence-sustainability. It is closely linked to policies, management, markets, and the economy. A systematic approach to the "14th Five-Year" water transport development plan is crucial for guiding high-quality growth in Jiangsu. This marks the province’s first publicly released five-year plan for water transport development.
The main challenge lies in it being Jiangsu’s inaugural public five-year plan for water transport. The plan outlines a blueprint and implementation path for the next five years, focusing on key tasks: developing coordinated and efficient port hubs, constructing a well-connected inland waterway network, building an integrated water transport service system, advancing green development, accelerating smart water transport, and modernizing governance.
The long-term vision is to establish Jiangsu as a national benchmark and global showcase for inland water transport, driving modernization and setting an example nationally and internationally.
