Guided by unified planning and phased development principles, the project created a technically sound and cost-efficient design balancing near- and long-term objectives. Key challenges included cost-effective flood control, complex terrain surveys with scattered data, and innovative sponge city drainage solutions.

     The design maximized topographical advantages using gravity-flow drainage with pressure-flow supplementation where needed, adopting elevation-based zoning ("high-high, low-low") to minimize excavation depth and costs. Pipeline networks were integrated with urban flood control systems, with main lines designed for future expansion.

     Through multiple design reviews, the team delivered acclaimed preliminary plans that earned owner recognition.
